Only Canadian citizens may join the RCMP.
Depot training in Regina is 6 months long, but the selection process takes about 2 years to complete, due to the extensive background checks, and the personal and physical tests.
The RCMP and the Canadian Forces have quite different tasks and skill sets, so no it would not be easy to do a lateral transfer, even from the CF Military Police service to the RCMP. CF Military Police are sworn peace officers with full powers of arrest, in all parts of Canada, and any where overseas that CF members are stationed, for example in Haiti. The RCMP are the national Police force in Canada, but they are mostly assigned to small towns and isolated places in the north, as all of the large cities have their own municipal Police services, The largest population that the RCMP serves is a town in BC with 135,000 people. The RCMP has about 27,000 members .
Provincial officers, Ontario and Quebec, are fully trained and must meet the standards of the National Police Act.

We have evidence of perjury of a crown/RCMP witness in an ongoing criminal matter and the judge stated that only the crown or police can pursue charges. It appears that perjury is only illegal when it goes against the crowns case.

im not from Canada so forgive me for being ignorant. When i listen to the news, they often mention the rcmp or the vpd, so from my understanding they are two different police forces right? Why is there two, and what are the differences. Do they work together?

The RCMP is a national force that provides policing in jurisdictions that don't finance their own police forces, most often because they're lightly enough populated or small enough that there's not a lot of point to a local force. Therefore, you'll find RCMP all over Canada in small towns and rural areas. It is also a national force in the sense that it deals with national policing for the country as a whole. VPD would be Vancouver Police Department, for that city. Ontario has a provincial police force, OPP, and Quebec has a provincial force too. I don't believe any other provinces do. Any place that doesn't have its own force will have RCMP present. I'm sure I've simplified it and missed things, but you can google RCMP for more details.
